The North Canberra Community Council (NCCC) believes that the Draft Variation no.368 (DV368) should not proceed to the Committee stage until there has been a more extensive consultation process number of outstanding issues relating to heritage, planning and sustainability
The NCCC notes that to date, the EPBC Act, with all its good intentions, has failed to arrest or reverse the continuing decline of biodiversity in Australia. A much more drastic,
radical, proactive and effective way needs to be found to address this fundamental crisis.
The ACT Civil and Administrative Tribunal has varied the conditions of approval of a Northbourne Avenue development. As a result of an appeal brought by the North Canberra Community Council, the Tribunal ordered changes to the conditions that apply to the proposed development. The changes include reducing building heights, increasing on-site parking and increasing solar access. City and Gateway Framework: National Trust presentation on National Capital Plan amendment 91, to NCCC meeting 19 June 2019
National Capital Plan amendment 91 includes new building height rules and a suite of other planning controls that make up the City and Gateway framework.
This is a plan for the next 25 to 50 years. It is an investment in the future. The quality, liveability and workability of the city will be set in concrete with this plan. NCCC is generally supportive of what has been presented for The Avenue section of the plan. NCCC is concerned about the overall prescriptive nature of the amendment, given that the Territory Plan has in recent years moved towards an outcomes-based approach.
That the meeting (21 Nov 18) requests the NCCC to advocate to retain Section 72 for community and cultural purposes, including, but not limited to, action on the six recommendations in the Working Group’s position paper and in light of the issues and opportunities outlined in the paper.
